For commercial trucking insurance agents

They cannot legally earn a dollar until they buy a policy.

A carrier applying for interstate operating authority cannot activate it until a BMC-91X insurance filing is on record with FMCSA. Until then it is barred from hauling and it has not chosen an insurer yet.

The measurements

Taken 29 July 2026 against a same-day pull of FMCSA's authority file. Every figure here is checkable against the same public source.

~335
new pending authorities granted per day, nationally
9,259
carriers holding pending authority right now
4,234
currently inside the callable window
99.5%
of a 208-record sample had no policy on file (95% CI 97.3–99.9%)
93.7%
are real operations, not paper filings

We quote 99.5%, never 100%. The single miss in that sample was a Washington carrier that filed coverage late in the window and had not yet been switched to active. A claim of perfection would invite exactly the wrong question.

What one record contains

USDOT number, MC number, carrier name, the officer named on the filing, telephone, mobile where filed, email, street address, truck count, driver count, and how many days the authority has been pending.

FieldPresent on
Telephone100%
Email100%
Street address100%
Named officer80.3%
Mobile number32.6%

These are not inbound enquiries and we will never say they are. Nobody on this list has asked to be contacted. What they are is a business that legally cannot start work until it buys what you sell.

Where the volume is

Carriers currently inside the callable window, by state. Records are sold one to a buyer and priced per record, so there is no minimum and no seat to fill.

StatePer dayPer month
California28.4852
Texas27.5824
Florida20.3609
Illinois12.7381
Pennsylvania11.9358
Georgia11.6348
Ohio11.3339
North Carolina8.6258
New Jersey8.5256

47 states support a single-state territory. Alaska, Hawaii, Vermont and the District of Columbia are too thin and are sold only inside a regional bundle.

What we do not claim

Twenty records for your state, free

We would rather show you records than describe them. Tell us the state or the practice area and we will send a short sample to look at free, no invoice, and we will not add you to a list.
